Culture and arts education has established itself as an essential element that contributes to improving the quality of life, such as instilling the value of art in schools and communities and cultivating creativity and sensitivity. Accordingly, the state has enacted laws related to culture and arts and has established various support policies to promote culture and arts education. However, contrary to the legally stated direction, there is a difference in the method of culture and arts education in the educational field. Based on this awareness of the problem, the purpose is to investigate the value of school culture and arts education through the interpretation of laws related to culture and arts. Personal, social, economic, and educational values could be derived by setting directions for educational purposes in school culture and arts education. The direction of art education, in which art is primarily set to reflect on its meaning as education for art, is found to be inclination, self-will, and autonomy. It implies the necessity of an environment in which learners can freely and creatively express themselves away from the uniform injection method of art education. This emphasizes the purpose and necessity of education to realize the original value of art education.
