EU 의사결정 과정에서 지역로비의 패턴에 관한 연구: 한국 조선 산업 사례를 중심으로|RISS 상세보기

As the adoption of the SEA made firms diversify their lobbying strategies, their lobbying patterns to the EU have been extensively examined. However, few empirical studies examine Asian conglomerates behaviour to the EU, despite their substantial contribution to the EU trade. Based on a case study of the Korean shipbuilders, this research attempts to apply the existing models to the Korean case. It is concluded that although Korean firms meet the preconditions for direct influence, they use two different channels for different purposes. In other words, Korean corporate lobbying patterns cannot be considered without understanding the trilateral context between the government, the association and the companies. It is for sure that policy-making process is highly subject to corporate lobbying strategies in the global market. More research on Korean firms strategies in relation to the socio-cultural context is highly desirable in the international community increasingly complicated than ever.

국문 초록 (Abstract)

1987년부터 발효된 단일유럽의정서(SEA)에 따라 서구 선진국 기업들의 대 EU 로비 형태는 다양해지기 시작했으며, 많은 학자들이 이에 대한 연구를 진행해온 바 있다. 하지만 한국을 비롯한 아시아 기업들의 경우, 대 EU 교역량에 있어 상당한 비중을 차지하고 있음에도 불구하고 이들 기업에 관한 대 EU 로비 형태는 아직까지 연구된 바가 거의 없다. 본 연구에서는 아시아의 대 EU 무역 관계에서 매우 중요한 위치를 차지하고 있는 한국 조선산업의 예를 들어 서구 학자들이 선진국 기업들을 대상으로 연구하여 정립한 로비 형태에 관한 모델이 한국 기업에게도 적용될 수 있는 지를 살펴보았다. 결론적으로 한국 기업의 로비 형태는 기존의 모델과는 많은 차이를 보이며, 이는 한국 정부와 기업, 그리고 기업의 이익을 대변하는 협회와의 관계가 세분화, 전문화되지 못한 데에 가장 큰 원인이 있다고 하겠다. 또한 한국 사회가 가지는 독특한 정치문화적 요인도 한국 기업의 로비 형태를 이해하는 데 간과되어서는 안될 것이다. 향후 국제무역관계에 있어 기업 로비의 중요성이 더욱 증가될 것임을 감안한다면, 사회 · 문화적 특성과 연계된 한국 기업의 로비에 관한 연구가 보다 많이 수행되어야 할 것이다.
