환경 가버넌스체제와 NGO의 참여 = Environmental Governance and the Participation of NGOs

다국어 초록 (Multilingual Abstract)

Since the late 1990s, many have stressed the need to expand the political participation of NGOs as a means to achieve effective global environmental governance for the 21st century. It appears that this new framework of governance system, expanding the participation of NGOs in the international community, would indeed be able to help overcome many problems that the existing governance system has faced, i.e., those problems arising from the national sovereignty and the lack of democracy. However, in order for this new system to work successfully, a few problems, as explained in the previous chapters, need to be addressed.

국문 초록 (Abstract)

'90년대 말 이후 학계와 많은 국제기구들은 환경관련 논문과 보고서에서 좀 더 효율적인 세계 환경 가버넌스를 달성하기 위해 국제사회에서 NGO의 정치적 참여를 더욱 확대시키고 이를 제도적으로 보장하는 방안이 도입되어야 한다고 주장해 오고 있다. 최근 이러한 주장이 대두되고 있는 것은 급속히 진행되고 있는 지구 환경파괴 추세를 되돌리는데 실패한 기존의 국가 중심의 가버넌스체제에 대한 실망감이 팽배해지고 있는 현실을 반영한다. 본 연구에서는 환경 가버넌스의 위기의 근본원인을 국가 간 환경협력을 어렵게 만들고 있는 국가주권과 지역사회의 관심사항과 소외된 계층의 목소리를 반영하는 데 실패한 비민주적 성격의 기존 가버넌스체제의 배타적 특성에서 찾고 있다. 따라서 NGO의 참여확대가 제도적으로 보장되는 새로운 틀의 환경 가버넌스체제는 기존의 가버넌스체제에서 등한시되었던 민주주의를 제고시키고 국가주권으로 인한 여러 문제점들을 해소시킬 수 있는 가능성을 제공한다는 점에서 고려해 볼 만한 방안이라 할 수 있다. 하지만 이러한 새로운 틀의 가버넌스체제가 실질적으로 성공을 거두기 위해서는 몇 가지 극복되어야 할 문제들이 있다. 우선 NGO의 정책 결정 및 집행 과정에의 참여가 국내 수준에서도 국제사회에서와 똑같은 수준으로 제도적인 보장이 이루어져야 할 것이며, 선진국에 근거하고 있는 NGO들뿐만 아니라 개도국에 근거하고 있는 NGO들도 국제사회에 적극적으로 참여시키는 노력이 있어야 할 것이다. 그리고 NGO 자체적으로 조직력, 자금력, 포괄성, 정책적 전문성에 있어서 정부에 견줄 만한 경쟁력을 제고시키기 위한 다각적인 방안이 우선적으로 강구되어야 하며, 국제사회에서 다양한 NGO간의 일치된 의견을 반영시키기 위해 NGO의 국가간 또는 지역간 네트워킹도 이루어지는 것이 중요하다.
