AUKUS 출범으로 변화하는 유럽안보 - 전략적 자율성을 중심으로 = European Security Changes With The Launch of AUKUS -Focusing on Europen Union’s Strategic Autonomy-

The study aims to focus on strategic autonomy in Europe's changing security environment under the confrontation between the U.S. and China as the three countries signed in the Indian and Pacific regions, AUKUS (AUKUS), a new military alliance, launched. AUKUS' jurisdiction is a completely different form of alliance from traditional alliances in that it includes meetings and involvement between high-ranking officials in existing defense and foreign policy, as well as sharing cutting-edge science and technology fields such as cyber, artificial intelligence quantum computers, long-distance attacks, real-time networks, and underwater.
From the standpoint of Korea, which can never be free from the U.S.-China confrontation as a Pacific Coast country, the European Union's choice of strategic autonomy and options to take a different path from traditional U.S.-Nato military cooperation is likely to have a direct impact on us in conjunction with QAD, Five Eyes, and the free and open Indo-Pacific initiative. Therefore, this paper examined the changing security environment in Europe with the launch of AUKUS and in what form the Korean response should be promoted.

국문 초록 (Abstract)

이 연구는 2021년 9월 15일, 미국, 영국, 호주 3국이 맺은 인도·태평양 지역에서의 3자 안보 파트너십, 즉 새로운 군사동맹인 AUKUS (오커스)가 출범하고 그에 대해 프랑스가 격렬하게 반발하면서 미국과 중국의 대결 구도 아래에서 변화하는 유럽의 안보환경을 전략적 자율성을 중심으로 고찰해 보려는 연구이다. AUKUS의 관할 범위는 기존의 통상적인 국방과 외교정책의 고위관료 간 회의와 관여는 물론 사이버, 인공지능, 양자 컴퓨터 등 최첨단 과학기술 분야, 장거리 공격, 실시간 네트워크, 수중 등의 국방 핵심 기술 분야에 대한 공유마저도 포함된다는 점에서 이제까지의 전통적인 동맹과는 전혀 다른 형태의 동맹이다. 태평양 연안 국가로서 미-중 대결에서 결코 자유로울 수 없는 우리나라의 입장에서 유럽연합이 전략적 자율성에 대해 어떠한 선택을 하고 전통적인 미-나토 군사협력과 다른 길을 가는 선택지를 검토하는 것은 쿼드(QUAD), Five Eyes, 자유롭고 열린 인도-태평양 구상 등과 맞물려 우리에게도 직접적인 영향을 미칠 가능성이 크다. 이에 본 논문에서는 이러한 AUKUS 출범으로 변화하는 유럽의 안보환경과 이에 대한 한국적 대응은 어떠한 형태로 추진되어야 하는 가에 대해 고찰하였다.
