장애인고용촉진공단의 보조공학서비스의 수혜를 받지 못하는 장애인의 보조공학기기 이용실태 = A Survey of Actual Use and Demand of Assistive Technologies for People with Disabilities Who Not Received Assistive Technology Service at the Korea Employment Promotion Agency

국문 초록 (Abstract)

본 연구는 점차적인 보조공학 서비스대상 확대의 근거를 마련하여 장애인고용 활성화에 기여할 수 있는 방안을 도출하고, 추가되어야할 보조공학기기의 품목을 조사하기 위해 수행되었다. 현재 한국장애인고용촉진공단의 보조공학서비스 서비스대상은 장애인을 고용하거나 고용하고자 하는 사업주 혹은 장애인에게 직업능력개발 훈련을 실시하는 직업훈련실시기관의 장이다. 하지만, 본 연구에서는 서비스대상이 아닌 구직장애인과 공무원으로 근무하고 있는 장애인 169명을 대상으로 보조공학기기와 보조공학서비스에 대한 인식, 이용실태 및 수요현황, 앞으로 추가되어야할 보조공학기기 품목을 조사하였다. 현재 지급되는 보조공학기기 품목 중 설문대상자들이 필요하다고 응답한 기기는 사무보조 품목 129건, 정보접근 품목 140건, 작업기구 품목 159건, 의사소통 품목 120건으로 많았으나 실제적으로 사용하고 있는 보조공학기기 이용실태는 사무보조 품목 19건, 정보접근 품목 18건, 작업기구 품목 9건, 의사소통 품목 16건으로 그 사용 현황은 매우 저조하였다. 향후 보조공학센터의 이용의사로 대상자 169명중 147명(86.9%)이 보조공학서비스를 받을 의향이 있다고 응답하였다. 추가적으로 지원을 요구하는 보조공학기기 품목은 시각장애영역 10개 품목(음성혈압계, 시기능훈련보조기, 점자노트북 등), 청각장애영역 12개 품목(보청기, 확성기, 인공와우 등), 의사소통장애영역 4개 품목(문자음성변환기기, 문자음성변환 컴퓨터 S/W, 발음교정장치 등), 손사용장애영역 7개 품목(다양한 고정기구, 보조기 및 의수, 물건이동기구 등), 이동장애영역 9개 품목(특수자동차 및 운전보조장치, 보조기 및 지팡이, 전동스쿠터 등), 일상생활영역 10개 품목(목욕보조기구, 옷입기보조도구, 체위변형멀티리프트 등)으로 조사되었다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to make basis for progressive expand of Assistive Technology Service target as well as to investigate items need to be added. For this, we researched awareness, actual use and demand of Assistive Devices and Assistive Technology Service and items need to be added of government employee with disable and disabled job seeker. The result of demand of Assistive Device of 169 government employees with disable and disabled job seekers were 129 items of office assist, 140 items of information access, 159 items of work device and 120 items of communication device, but actual use were 19 items of office assist, 18 items of information access, 9 items of work device and 16 items of communication device, so actual using rate revealed very low. 147 of 169 subjects(86.9%) replied they want to get Assistive Technology Service, hereafter. Additional demand researched 10items of visual(phonetic hemadynamometer, visual training device, brailled laptop, etc..), 12items of hearing(hearing aid, loud hailer, cochlear implant, etc..), 4 items of communication(letter-sound translater, letter-sound translating software for computer, pronounciation correction device, etc..), 7items of hand device(various fixing device, orthosis and prosthesis, transfer device, etc..), 9items of locomotion(special automobile and driving aid, cane, electric scooter, etc..), 10items of ADL(shower aid, dressing aid, multi lift, etc..). They also want to be included Assistive Technology Service target and replied use of those assistive devices will help them to get a job or to improve work efficiency and capacity.
