커뮤니티관광개발에서의 이해관계자간 협력관계 분석 = Collaboration among Stakeholders in Community Tourism Development -Social Network Analysis-

국문 초록 (Abstract)

커뮤니티관광개발은 커뮤니티가 중심이 되어 관광개발을 추진하므로 지역 주민의 자발적인 참여와 협력이 매우 중요하다. 본 연구는 슬로시티 증도를 연구 대상지로 선정하여 커뮤니티관광개발 계획 초기단계에서 나타나는 이해관계자간 협력관계 분석을 위해 사회연결망분석을 통해 구조적 특성을 분석하였다. 커뮤니티 관광개발에 참여하는 이해관계자간 협력관계 특성을 파악하고 협력관계를 강화할 수 있는 방안을 살펴보고자 하였다. 이해관계자간 구조적 특성 분석결과 면장은 행정책임자로써, 슬로 시티추진위원회 위원장은 주민대표로서 구조적 관계의 중앙에 위치하고 있었으며, 이들의 정책결정권이나 예산집행 등 실질적 권한은 부족한 것으로 나타났다. 이러한 문제점을 해결하기 위해 중앙에 위치한 면장과 추진위원장에게 실질적인 영향력을 행사할 수 있도록 권한을 부여해야 하고 이해관계자들간 정보공유를 확대할 필요가 있는 것으로 나타났다. 본 연구에서는 사회 연결망 분석이외에 심층 인터뷰를 병행하여 이해관계자 상호간의 기대하는 역할을 조사함으로써 결과 해석의 한계를 보완하였다. 향후 커뮤니티관광개발이 진행되면서 다양하게 나타나는 이해관계자를 규명하고, 다양한 사례 지역을 대상으로 협력관계의 특성을 비교 분석할 필요가 있다.

Community tourism is a practical strategy for sustainable tourism, the concept puts much emphasis on the active participation of local residents in development process. This study conducts an analysis collaboration of stakeholders. To achieve the research goal, social network analysis was used. This research selected Jeung-do in Shinan-gun, which was recently designated as a Slow City, as a target area to look into the relationship among the stakeholders in the early stages of community tourism development. The results of the analysis are as follows. First, the centrality analysis showed that the leader of Jeung-do and the head of the project promotion committee were at the center of the community. Second, while these stakeholders have formed collaboration, continuous exchanges and sharing of the information were emphasized to further the mutually cooperative relationship. It is expected that this study will be used in future policy development and promotion of community tourism and contribute to the advancement of other related theories.
