A small open economy such as Korea should maximize the dynamic adaptation efficiency of both human capital nurture and investment in physical resources at the national level so that entrepreneurship of incumbent firms and new start-ups can be revitalized in these fields. The challenge to pioneer a new dimension of the mobility ecosystem carries a high degree of uncertainty and risk of failure, so governments must make adaptive agile institutional changes and negative regulatory system. Through these efforts, we can create the best country in the world to do business in the mobility ecosystem, so that the standard of living and quality of life of the people can be improved through the improvement of future national competitiveness.
