福祉社會를 위한 理論的 模素 = A theoretical Research for the Welfare Society

다국어 초록 (Multilingual Abstract)

The welfare society is the institution derived from social justice, where all the citizens, regardless of their ranks or groups, have the right to enjoy both economic and cultural benefits in company with the social progress. It should be therefore rejected that only privileged classes enjoy monopolistically economic and cultural benefits in the welfare society, which is realized through the voluntary participation and the moral reformation of citizens.
And scientific policies for the welfare society must be established through the arrangement of administrative managements, the diminution of administrative mechanisms, the improvement of administrative efficiency and the rational administrative managements.
In order to attain to the welfare society, all the national functions should reduce financial pressures for the benefit of citizens through the simplification of administrative mechanisms and the improvement of their efficiencies. At the same time it is necessary that the administrative mechanisms should be reorganized into proper scales in proportion to our national power, and that the rational administrative institutions adapted to new situations should be established.
In the past the efforts to realize the welfare society in Korea were chiefly dependent on foreign assistances and executive leads. Namely "the participation of citizens" was neglected. This caused the passive attitudes of citizens towards the efforts and the indifference to the participation in the efforts.
In order to promote our welfare society we should therefore recognize that the welfare society cannot be realized only by the executive leads without the aid of citizens.
