    Amid the continuous growth of domestic trade ports and the changes in industrial structure, cargovolumes have become increasingly concentrated in a few major ports. As a result, the functions ofsmall- and medium-sized ports weakened, and inefficiencies in resource utilization emerged. Inparticular, more than 90% of total cargo throughput is concentrated in a limited number of ports,raising concerns over the operational sustainability of small- and medium-sized trade ports.
    In response, this study examines the need to integrate small- and medium-sized ports nationwide, andit identifies port clusters with high potential for integration using both quantitative and qualitativeindicators. The Herfindahl–Hirschman Index (HHI) and the Gini coefficient were employed to analyzemarket concentration among ports. Candidate ports for integration were then selected based onfactors such as the proportions of inbound and outbound international vessels, import and exportcargo volumes, and facility utilization rates. A comprehensive evaluation of these candidate ports wassubsequently conducted, taking into account port competition, hinterland overlap, resource similarity,alignment with regional administrative boundaries, and the availability of supporting industrialinfrastructure. Based on these analyses, this study presents port clusters with a high potential forintegration.
