This study is trying to contribute toward developing KEC's indices in proper, improving the level of the elements as a whole, and rationalizing the administration of KEC on the basis of the government performance evaluation taken on the year of 2006. First, speaking of how to improve the index concerning administrational fixed capital, the way of depreciating KEC's right of managing toll roads should be turned into a fixed-amount one from its current profit-depreciation method. By appling the better way, the evaluation comes to have the advantage of incorporating the appropriate aspect of depreciating the asset value, the general establishment of the standards considering equality, and the facade of creating profits. The period of applying a fixed-amount method should be 30 years in view of the private capital expressway regulations providing the most close and objective grounds related. Second, when it comes to the indices concerning maintenance costs, KEC is currently open to the disadvantage of being double-counted for the 3 indices-labour productivity, administrational fixed capital, and quantitative managing costs. They would be bettered by appling a simplistic index in light of the fact that they serve the public purposes relating to the safety factor. Third, as for the indices concerning safety control, they could be bettered if the evaluation method should be improved toward figuring out the critical situation of decreasing rate in traffic accidents. Fourth, in the case of traffic control, KEC's chance of reducing congested areas by way of its own efforts is very slim without extending the total length of expressway, the rational improvement of traffic control indices is so imperative.
