According to the 2009 OECD statistical data, social welfare and health expenditures are on the bottom. While the policy focused on the economic development and growth were successful, the distribution shows that the negligence. The country entered the aging society are showing the most serious growth of aging society, nuclear family and birth rate considered on common factors of older issues. In July 2008, To resolve this social phenomena, The government is prepared the conducting elderly long-term care insurance for the problem of aging society. In addition to policy issues concerning the cost, other factors should be done synthetically the management of facilities welfare rating based on and social cost-effective household welfare`s balanced distribution should be resolved relatively. The way of cost-effective welfare services in the most limited welfare costs is to develop the bed management in terms of well-planned facility and the Integrated care in terms of facility management. Therefore, this study is to consider synthetically on delivery system of the duality of the treatment and welfare of the country. first of all, the methods of integrated care to deal with other country faced the problem of the elderly can be applied to domestic elderly care and proposed welfare cluster, aims to provide basic data for planning research purposes.
