“언제나 웃는 얼굴, 상냥하고 밝은” 외국인 개호 인재: 일본의 외국인 돌봄 노동자의 노동 경험과 종족성, 젠더 표상 = “Always Sweet and Bright” Foreign Care Talents in Japan: Migrant Care Workers’ Work, Gender, and Ethnicity

다국어 초록 (Multilingual Abstract)

Looking at the unskilled young foreign migrant women care workers entering Japan, referred to as ‘care talents’(kaigo jinzai), this ethnographic study illustrates their on-site experiences while taking care of the elderly in nursing homes. Considering the significant changes in care and migration regimes in Japan since the 2000s, this study examines how the migrant workers’ qualifications and conditions have changed in context of the country’s efforts to accept foreign care workers. Furthermore, the study explores how these foreign migrant women care talents have been represented differently from earlier arrivals in terms of work experiences, e thnicity, g ender, and cultural differences. The research findings indicate that the low-skilled young women migrant care talents’ foreignness, gender images, and cultural characters have made them reinterpreted positively as “global and transnational human capital suitable for caring work.” However, despite these positive images, the employment and working conditions of the newly arrived migrant workers are still situated in the existing gendered, cultured, and stratified labor practices of Japanese society in t he a bsence o f an i nteg rated policy f ramework for f oreign care workers on the government level. As a result, there is a pressing need for the public discussions of the working conditions of foreign workers and the significance of care work.

국문 초록 (Abstract)

이 연구는 최근 일본 정부가 적극 수용하고 있는 외국인 개호 노동자에 주목하여, 2000년대 이후 일본 사회의 돌봄레짐과 외국인 이주 노동자 정책을 둘러싼 이주레짐의변화 속에서 외국인 노동자에 대한 수용 범주와 자격이 어떻게 문화적 차이, 젠더, 종족, 노동 표상과 관련하여 변화해왔는지를 민족지적으로 분석한다. 일본에서 이주자 관점의 외국인 돌봄 이주 노동자에 관한 연구가 상대적으로 부족한 상황에서 이 연구는젊은 외국인 비숙련 여성 개호 인재에 관한 민족지적 사례를 통하여, 돌봄 현장에서 일하고 있는 개호 인재들의 경험을 생생하게 보여주고자 하였다. 부분적으로 일본 사회의젠더, 종족, 노동 관행의 맥락에서 인적자본을 선택적으로 재정의함으로써 외국인 돌봄이주 노동자에 대한 문화적 재현은 돌봄 노동자의 자격과 조건을 구체화하였다. 외국인이주 노동자의 표상이 어떻게 한 국가의 정치경제적 맥락 속에서 이주와 복지 정책을둘러싸고 문화적 수사, 종족, 젠더, 노동 담론과 교차하는지를 이해하고, 실제 돌봄 현장에서 이주 노동자들이 어떻게 경험하고 있는지 살펴봄으로써 앞으로 일본 사회의 변화를 전망할 수 있을 것이다.
