문화세계정치의 개념화 : 9차원 분석틀을 통한 한류 수용국 30개국 분석 및 정책적 함의 = Culture in World Politics : A Comparative Analysis of 30 Hallyu-Receiving Countries

국문 초록 (Abstract)

본 연구는 문화의 정치적 중요성이 확대되는 현실에도 불구하고 문화세계정치에 대한 합의된 정의와 개념적 분석틀이 부재하다는 문제의식에서 출발한다. 문화는 세계정치에서 어떠한 의미를 지니며, 그 의미는 관계 속에서 어떻게 형성·변형·충돌하고, 어떠한 조건에서 정책적으로 조정될 수 있는가에 답하기 위해, 국제관계학의 대중문화·세계정치(PCWP) 및 국제문화교류(ICR) 문헌을 종합적으로 검토하여 정의를 내리고, 핵심 결정요인을 통합하여 9차원 개념적 분석틀을 제안했다. 혼합 질적 비교설계 분석방법으로 실증데이터를 한류 수용국 30개국에 적용하여 다섯 가지 작동 경로(유형)를 도출했고, 문화세계정치는 콘텐츠 확산의 성과가 아니라 의미·정체성·행동이 결합해 권력 효과를 생성·재구성하는 관계적·과정적 정치임을 밝혔다. 동일한 문화현상도 관계 구조와 거버넌스 배열에 따라 상이한 경로로 전개되므로 정책은 단순한 확산 전략이 아니라 관계관리·과정조정·행위자 조율을 포함한 수용국 맞춤형 다원적 거버넌스 설계에 방점을 두어야 함을 시사한다.

This study addresses a critical gap between the expanding political salience of culture in global affairs and the lack of a consensual conceptual definition and corresponding analytical framework for culture in world politics. Engaging with the scholarship on Popular Culture World Politics (PCWP) and International Cultural Relations (ICR), the study synthesizes key determinants to develop a comprehensive nine-dimensional analytical framework. Employing a mixed-methods qualitative comparative design, the study examines 30 Hallyu-receiving countries and identifies five distinctive configurational typologies. The findings demonstrate that culture in world politics cannot be reduced to the mere diffusion, popularity, or affective appeal of cultural content. Rather, it constitutes a relational and processual political field where meaning, identity, and action intersect to generate and reconfigure power effects. Consequently, identical cultural phenomena evolve along divergent pathways depending on specific relational structures and governance configurations.
