주민자치센터의 자치기능 강화방안 = Policy Alternatives for Promoting Self-Govering Function of Community Center in Korea

국문 초록 (Abstract)

우리나라의 주민자치센터는 지방자치의 실시 이후 계속 제기된 지방행정계층구조의 조정에 관한 논의와 IMF이후 사회 각 분야와 마찬가지로 정부조직의 축소방안으로 읍·면·동의 행정기능의 일부를 시·군·구로 이관하는 기능전환이 추진되는 과정에서 이에 따른 후속적인 대안으로서 모색되었다. 이로 인해 주민자치센터는 주민자치의 구심체가 되는 자치기능보다는 문화 교양 교육기능에 치중하게 되어 그 본질적 발전 방향이 왜곡되고 있다.
주민자치센터의 기능은 대별하면 문화복지기능과 자치기능 두가지로 구분할 수 있다. 그러나 엄격한 의미에서 주민자치센터에서 행하는 문화복지 서비스도 주민자치의 수준에서 이루어지도록 하자는 것이 본래의 취지라는 점에서 보면 주민자치센터의 본래의 기능은 주민자치의 구심체로서의 자치기능이 핵심이 되어야 하며 주민자치센터의 발전방향이 이러한 자치기능의 향상에 역점을 두어야 한다.
지금까지의 운영에 비추어 볼 때, 주민자치센터의 문제점으로는 첫째 인식, 홍보, 참여의 부족, 둘째 취미 교양프로그램위주의 운영과 주민자치기능의 부재, 셋째 주민자치위원의 자주성과 대표성의 취약, 넷째 자치교육 기능의 부재를 가장 주된 문제점으로 지적할 수 있다.
결론적으로 주민자치센터의 이러한 문제점을 극복하고 그 본질적인 기능이라 할 수 있는 자치기능을 강화하기위해서는 첫째 민관파트너십에 기초한 자치기능의 회복, 둘째 주민자치위원회의 역할 강화, 셋째 주민자치위원 구성의 자율성 제고, 넷째 시민 지방자치교육 프로그램의 실시, 다섯째 자원봉사자마일리지제의 도입과 인센티브제시행을 통한 자원봉사자의 확충, 그리고 주민자치센터의 제도적 정착을 위해서 우선은 주민자치위원부터라도 선진국가 자치센터연구방문을 지원할 필요가 있다.

다국어 초록 (Multilingual Abstract)

Faced with the speedy changes characterized by informatization and localization, Korean local governments opened community center in Dong level. Community center newly became a center of the citizens' cultural activeties as the most administrative functions of Dong office moved to the higher level of local governments according to the ideal of "small but efficient government."
The main purpose of this study is to investigate and suggest some possible alternatives for promoting self-govering function of Community Center in Korea. In this context, this study examines the introduction process, currant status and activities of Community Center and evaluates them in terms of promoting self-govering function.
The objectives of the community center could be offering sports activity programs, social welfare services, supporting the daily lives of the residents, offering the culture and arts programs.
Also, building up the sense of community is one of the important function of community center. But, fundamentally speaking, they are focused on promoting self-govering function.
As results of this study, major findings are as follows.
First, close and systematic relationship between citizen and government should be established based on the partnership.
Second, community committee should take the role and have responsibility for the desion making and its execution. For this, constitution of community committee are to be widly controlled by voters.
Third, civic education programs are to be contained in the Center's program.
Forth, utilizing human resources are crucial factor for the success. That is to say, more volunteers should participate in the Center's program. Offering a more strong incentives is the role of government.
