평가에 대한 조직과 조직간 파트너십 관점에서의 접근 = 세계은행(WB)과 미주개발은행(IDB)의 평가기관을 중심으로

국문 초록 (Abstract)

본 연구는 다자개발은행인 세계은행과 미주개발은행의 평가에 대하여 조직과 조직간 파트너십 관점에서 접근하고자 한다. 세계은행과 미주개발은행의 평가에 대한 제도화된 조직 관점은 이들이 외형적으로 유사한 평가제도와 기준을 지니고 있다고 하더라도 서로 추구하는 가치와 목적, 거버넌스와 문화가 다르며, 또한 공식적인 제도, 조직구조와 운영이 평가시스템의 실제 운영과 관행 등 구체적인 행태수준과 다르게 나타날 수 있다는 것을 보여준다. 평가에 대한 조직간 파트너십 관점의 접근은 세계은행이나 미주개발은행과 다른 기관들, 또는 이들 사이에 평가의 파트너십이 형성되고 유지되기가 쉽지 않고 또한 이러한 상태를 변화시키는 것이 쉽지 않음을 분석적으로 보여준다. 본 연구는 평가의 복잡한 현실에 유의하여 현실의 평가제도를 설계하고, 또한 변화는 제도적 맥락을 고려하는 적절성의 논리에 따라 주체들의 행위를 형성하는 아이디어를 재구성하고 체계화하는 장기적이고 지속적인 노력이 이루어져야 가능할 것이라고 주장한다.

다국어 초록 (Multilingual Abstract)

This study approaches the evaluation of the Word Bank and the Inter-American Development Bank as multilateral development banks with organizational and inter-organizational partnership perspectives. The institutionalized organization approach suggests that despite their similarities in appearance, each of these two MDBs pursues its own values and goals, with different governance structure and organizational culture. Decoupling can arise as their actual decision or organizational practice is formed distinctively from the official institution and organizational structure. The inter-organizational partnership approach analytically shows that creating and maintaining their partnership on joint evaluation is a challenging task. The study argues that long and enduring effort should be made to reconceptualize the ideas which shape the interests and values of subjects, taking into account of the institutional contexts according to the logic of appropriateness.
