방위산업 발전과 국방연구개발 = Development of Defense Industries and Defense R&D

In order to establish self-reliant defense as early as possible and prepare for the future warfare effectively, the army should support the defense industry, the heartland of the weapon system. We need to extend the investment in the key technology development to produce future advanced and strategic weapon system. It is also desired that the defense technology development planning should be strengthened to utilize limited resources effectively. Also, inter-governmental
The new government is putting top priority on the defense industry as a new economic development power, and Korean Army IS also considering multi-dimensional support for development of the defense industry. The importance of the defense industry is directly connected with the defense capability of weapons production, which is fundamental to national defense. The weapons production should be went ahead as a first step in order to develop the defense industry, and it is not too much to say that the defense R&D is very important for the weapons production.
Considering situational change of the defense R&D, external control of key technology by developed countries have made us running into difficulties of securing technology. They control measures to support their defense industries. It takes long time for developing countries to conduct independent researches, and the national competitiveness will be weaken in the case of not developing better weapon system on a timely basis.
Dealing with the situational change, we should re-establish the R&D progressing strategy. The defense R&D should be promoted by making a long term blue-print including the technology development planning efforts will be needed for economic development of future technology.
In this paper, we will review past and present of the defense industry and identify relationship between the defense industry and the defense R&D. Then we will discuss about the right way for the promotion of the defense R&D.
