지적시스템 선진화 추진방향 연구 = A Study on the Driving Scheme for the Cadastre System Reform

다국어 초록 (Multilingual Abstract)

Cadastre is the basic information of people's property right. but due to using paper maps maid 100 years ago, border disputes and related social problems are raised continuously. And also, the concept of land being translated from the tex source to the goods of geo-information industry, and the service request that quick and accurate information based on cadastre being increased in a location based converged-and-composit industry as a internet portal or a smart phone. Therefore in this study, current state, problems and international trend are reviewed and operational scheme of cadastre reform is suggested. Especially, for maximization use of national space, 'the smart cadastre' is set up as the basic scheme and 3 strategies are proposed that composed with high precision digital cadastre information, cadastre management and service for the people, geo-spatial industry and market activation. Through in this study, it is expected that contribute to the solution for a civil complaint relate to the cadastre, and to the reduction of trade cost, development of national economy and also improvement of competitiveness.

국문 초록 (Abstract)

지적은 국민재산권 관리에 필요한 주요 기본정보임에도 불구하고 100여 년 전에 만들어진 종이지적을 계속 사용하여 경계 분쟁 등 사회적 문제를 양산하고 있다. 또한 정보화가 진행되면서 국가 세원으로서의 토지가 공간정보산업의 재화로 변천하고 있으며, 인터넷 포털이나 스마트폰 등 위치기반 융·복합산업에서는 신속·정확한 지적기반의 공간정보제공 요구가 증가하고 있다. 따라서 본 연구에서는 지적제도의 현황과 문제점, 국외 동향을 살펴보고 지적선진화의 기본방향을 제시하고자 한다. 이에 따라 국토공간 활용 극대화를 위한 스마트지적 실현을 지적선진화의 기본방향으로 설정하고 고정밀 디지털지적정보 구축, 국민지향 지적관리 및 서비스, 공간정보산업 및 시장 활성화 등 세 가지 추진 전략을 제시한다. 연구를 통해 지적과 관련된 국민 불편을 해소하고, 거래비용 절감, 국가경제 발전 및 경쟁력 향상에 기여할 수 있을 것으로 기대된다.
