경산시 고향사랑기부제의 운영 현황분석 및 활성화 방안 = Operation Status Analysis and Activation Plan of Hometown Donation System in Gyeongsan City

Since January 1, 2023, Korea has been implementing the Hometown Donation System, which aims to contribute to balanced regional development by creating a healthy donation culture for hometowns and revitalizing the local economy. The study on the hometown donation system was discussed in earnest after the Ministry of Public Administration and Security announced the introduction plan (draft) of the hometown donation system in 2017.
The purpose of this study is to present a plan for revitalizing the hometown donation system in Gyeongsan-ci based on the policy implications of the case of the operation of the hometown tax system in Japan and the problems found as a result of the analysis of the operation status of the Gyeongsan-si hometown donation system. The activation plan of the hometown donation system was presented by dividing it into institutional improvement and activation policy tasks at the Gyeongsan-si level. First, as for institutional improvements, it was proposed to expand the subject and scope of donation, abolish the donation limit and expand the scope of tax credits, deregulate donation collection publicity methods, expand autonomy in donation use and introduce a designated donation system, and expand the size of donation resources. The following policy tasks for revitalization at the Gyeongsan-si level include setting goals and establishing promotion strategies for the Hometown Donation Project, discovering and selecting various return gifts that reflect the characteristics of Gyeongsan-si, strengthening public relations through establishing goals and strategies for the Hometown Donation, and establishing a platform for the Hometown Donation in Gyeongsan City.
