The public sector organizations are very important in the development of a nation yet majority of them are still working in a manual manner, which slows performance, transparency and decision making. There are certain inefficiencies in the operations of the Ministry of Trade, Agribusiness and Industry in Ghana especially in the performance monitoring, inter-directorate collaboration and human resource management. With an attempt to address these challenges, this research proposal suggests the concept of designing and implementing an Integrated Management Information System (IMIS). The suggested platform involves the use of blockchain to automatize HR, protect confidential information, and enable real-time exchange of information. The study reveals the gaps in
the present operations of the Ministry and offers a framework of the scalable system to enhance the data security, operational efficiency, and the cooperation of different departments based on the mixed-method research that includes surveys, case studies, and literature reviews. The results of the study indicate that the IMIS can improve the reporting of timeliness, decision-making, and trust of HR operations.
This research is relevant to the greater interests of the Ghanaian population in terms of economic progress and the improvement of governance, as well as upgrading the internal procedures within the Ministry.
