민자 경전철 정거장 사업의 정책성 평가 방법론 연구 : 부산~김해 경전철 사례를 중심으로

국문 초록 (Abstract)

본 연구는 운영 중 민자 경전철의 정거장 신설 사업을 평가하기 위한 정책성 분석 틀을 제안한다. 예비타당성조사 4대 정책효과를 출발점으로 민자사업의 제도적 특수성과 정거장 신설의 운영적 특수성을 통합해 다섯 분류·열한 개지표 체계를 구성하고, 부산~김해경전철 사례에 시론적으로 적용하였다. 본 틀은 다른 운영 중 민자 노선에 일반화하여 적용할 수 있으며, 협약 변경의 정당성과 비용 분담의 합리성을 별도의 평가 차원으로 제도화하는 근거를 제공할 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

This study proposes a policy evaluation framework for infill station projects on operating privately-financed light rail transit. Korea's Four Major Policy Effects evaluation system was designed primarily for new infrastructure construction and offers limited applicability to additional investment in operating facilities, while infill station development in BTO projects inevitably entails concession agreement modification, requiring a separate evaluation domain. This study develops a framework comprising five categories and eleven indicators that integrates the Four Major Policy Effects with the institutional specificity of privately-financed projects and the operational specificity of infill station projects, and applies it to the Busan-Gimhae Light Rail station addition case. The application yields quantitative results including an average travel time reduction of 7.7 minutes, an annual happiness restoration effect of approximately 6.9 billion KRW, and potential property value increases of 3.6 to 7.7 percent. The findings confirm that the proposed framework functions as a policy evaluation tool for infill station projects on operating privately-financed light rail lines.
