북한이탈주민의 신변보호에 관한 연구 = A study on North Korea defectors of personal protection

국문 초록 (Abstract)

김일성-김정일-김정은으로 이어지는 세습통치체제의 억압과 북한내부의 극심한 경제적 어려움 등으로 북한 주민들은 계속적으로 북한을 벗어나 남한사회로 들어오고있다. 그간 폐쇄사회 속에서 북한주민들은 제한적이지만 압록강, 두만강 등 국경 주변을 통한 외부정보의 유입과 기존 북한이탈주민들과의 연계를 통한 외부세계, 특히 남한사회에 대한 동경과 개인과 가족을 중심으로 한 경제적 풍요 등을 중요시하는 가치관의 변화를 보이면서 목숨을 걸고 북한을 탈출하여 남한사회로 입국하는 북한이탈주민이 매년 증가하고 있는 바, 신변보호는 북한이탈주민이 거주지에 편입된 이후 그들에게 가해질 수 있는 각종 위해로부터 안전하게 보호하기 위한 신변보호기관의 활동을 말하는데 북한이탈주민에 대한 신변위해요소 사전 제거 및 위해로부터 신변을 보호하고, 자유민주체제와 자본주의에 대한 이해를 도와 안정된 생활을 할 수 있도록 전반적인 일상생활의 애로사항 등을 청취하여 성공적인 조기정착지원과 신변위해 정보수집 활동과 북한이탈주민의 범죄예방 및 사회일탈 행위 방지와 위장 북한이탈주민 등 안보위해 세력 색출이라는 이중적인 임무를 수행하고 있다. 북한이탈주민들의 신변보호 및 사회정착이 중요한 이유는 이들의 원활한 대한민국정착은 북한이탈주민 개개인의 문제만이 아니고, 나아가서는 미래 통일시대에 남북한주민이 서로 융화하여 잘 살기 위한 방법을 모색하는 과정으로서 남북한 간 무력사용이나 혼란의 시기가 도래했을 때, 남한사회에 적응하지 못하고 불만세력으로 전락한 북한이탈주민들이 국가안보에 큰 위해 요소로 작용할 수도 있으므로 평소 북한이탈주민들의 안정적 정착을 위한 정부의 노력이 중요한 것이다. 특히 경제적인 면에서 이들이 우리나라의 일반 국민들과 비교해 보았을 때 전혀박탈감이나 소외감을 느끼지 않도록 하기 위해서 정부당국의 보다 적극적인 지원정책이 모색되어야 할 것이다. 또한 보안경찰은 북한이탈주민에 대한 신변보호담당관으로서의 역할과 이들이 대한민국 국민으로서 빠른 시일 내에 적응할 수 있도록 돕는 조정자 및 안내자의 역할을 수행함과 동시에 보다 효율적인 업무수행을 위해서 보안경찰의 역량을 집중하여 국가안보의 불안요소로 자리 잡지 않도록 해야 할 것이다.
