This study surveyed the level of knowledge management in public administration. We divided knowledge management indicators into seven areas, which are knowledge strategy, performance measurement and incentive system, formal procedures for sharing knowledge, culture and system of knowledge management, information technology and knowledge contents. We measured needs and implementation for each item in every area. The results of this study suggest a number of conclusions. First, the strategy of knowledge management is very important in raising productivity of public administration. Second, a dispersal system for knowledge should be constructed in public administration. Third, performance indicators should be developed and incentive systems should be introduced. Fourth, a creative atmosphere in the organization should be promoted. Fifth, a relevant information system should be constructed.
