대학교육에서 기회균형선발제의 근거와 쟁점 = The Affirmative Action in Higher Education

국문 초록 (Abstract)

이 글의 목적은 우리사회 대학교육에서 사회적 약자 배려정책의 일환으로 실시되고 있는 기회균형선발제의 근거와 쟁점을 파악하는 것이다. 특히 기회균형선발제가 담고 있는 교육기회의 평등, 적극적 평등의 실현, 사회적 약자에 대한 배려의 의미를 파악하고, 그것이 대학교육에서 어떤 의미를 지니며 어떠한 논란을 일으키는가를 알아보려고 한다.
기회균형선발제의 실시 근거는 교육기회의 평등, 보상교육, 대학교육의 다양성 확보에서 찾을 수 있다. 이러한 목적에도 불구하고 기회균형선발제는 교육평등의 실질적 효과, 논리적 근거의 적합성, 역차별, 제도시행을 위한 준비부족에 대한 논란을 일으켜왔다. 특히 2009학년도 대학입시부터 실시되는 기회균형선발전형은 대학정원의 실질적 증원효과, 수도권으로의 학생집중, 기초학습능력 증진, 재교육 등 사후조치를 위한 대학의 역량부족, 재원확보 등의 문제를 가지고 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine the norms, rationales, and controversies on the affirmative action of higher education in South Korea. Affirmative action in education refers to policies and programs designed to advance equality of educational opportunity for individuals form groups that have suffered systematic historical discrimination or economic inequality.
The arguments in favor of affirmative action are that it is a necessary legal and moral remedy for past discrimination or the present economic inequality. The supporters also argue that affirmative action is a protection or a prophylactic necessary to deal with the persistent economic barriers to equal educational opportunities. Whereas, arguments against affirmative action is that it is ultimately unfair and unethical because it violates the basic principles of opportunity. The critics also believe that affirmative action unfairly displaces more qualified applicants with less qualified members of protected group. They argue that it is problematic because the affirmative action will be used by means for enlarging student enrollment by the Universities of Seoul area.
Analysis on these controversies provides some suggestions to develop a new policies and programs for advancing the opportunity of education in higher education in Korea.
