The Physical activities in mass society have the significant value from the several standpoints and make it possible to keep te whole functions of human life.
Physical education through the medium of physical activities are involved, we can say, in human culture seen from the social point of view, this means the realm of physical education culture.
But today, the ambifuous approach to establishment of the concept of physical education culture theory and the insufficient theological interpretation give rise to various confusions by using terms of physical education and sports at the same time.
Therefore it is thought to be necessary to form the foundation of physical education culture rising from the historical process and to clarity the prescription about philosophical value of physical education culture.
Based on the experiences of past recofnition of physical analytic power, the present author brought up a new cultural recofnition of physical education making the "concept" and the "ideology" the object. In order to help the understanding and the analysis of physical education culture, the comparisons of philosophical character (essence, phenomenon, diirection of activity and practice) inherent in sports and physical education which the present writer studied are as follows :
Through the interpretation of the meaning of physical education culture and the analysis of theoretical system, the concept of physical education culture according to the judgement of philosophical value is concluded : "It is cultural activity which creates the power of life for the intrinsic personality by physical activities and diverts the phenomena of external personality and life to socially desirable ones."
Judfing from those above, the aim of physical education culture, at the theoretical level, must be able to improve the active value creation on the matters of health, happiness, peace and something like that of life as a part of human culture.
Therefore the establishment of philosophical concept in culture theory of physical education must be followed necessarily by discrimination of values.
