      As the fertility rate of Korea has recently decreased to the lowest level in the world, the recognition of the needs for social support for the child-care has been increased. This resulted in the announcement of the National Policy of Child-Rearing Support, which specified the introduction of the child-rearing support center at the community level. This study attempted to propose the tasks of the child-rearing support center using the literature review and case of Japan. Four issues were respectively discussed in detail in order to activate the child-rearing support center as a hub of network at the community level: 1) establishment of aims and functions of the child-rearing support center, 2) types of establishment and operation 3) criteria for the opening and confirmation of budget, 4) qualification and professionalization of the staff, 5) trust-operation.
