Policy implementations has drawn much concern from the students as well as the administrators who are in the public services. However, very few serious studies have been done for this area.
Until recently the major concern of policy studies has been on policy formulation. But numerous case studies in public policies produced in the recent times suggest that policy implementation is no less important than policy formulation.
In other words, a success or failure of a policy largely depends upon its implementations.
Keeping this importance of policy implementation in mind, this study takes a case of policy implementation of the Chongju City. Based on policy implementation model set by Vand Meter and Van Horn, this study analyzes the implementation process of the City's street parking policy for the period from September, 1983 to Oct., 1984. for this study, various documents and statistics produced by the City government are particularly utilized. Citizen's reaction to the policy is also surveyed through questionaire to support this thesis. The summary of conslusions drawn from this case study are as follows:
1. In this case, policy standard and objectives were clearly expressed and thus there seemed to be no confusion in the implementation.
2. No shortage in policy resources were found. This type of regulatory policy needs human resources, there was a plenty of manpower available to this City project.
3. Since the City's Section of City Planning did the planning and implementation, there was not much problems in communication and enforcement processes.
4. Since the City officials took part themselves in the project, they kept a serious concern on the policy outcome. This is partially responsible for the project's success.
5. It was also found that social environment was the most serious variable in the policy implementation and this importance of the environment factor is expected to grow in the future.
In addition, according to the survey, the citizens were well informed of the City project and its implementing agency. They also felt the necessity of the street parking to cope with the growing volume of traffics. However, they are complaining about the way the project is being actually operated. Thus some conflicts between the City authorities and its citizens, particulary car owners and taxi drivers, are expected to develop in the future unless a remedy for the citizens' complaints is seriously taken by the City.
