국가통계 품질제고를 위한 한국과 주요 외국의 통계제도 비교분석 = A Comparative Analysis on the Statistics System between Korea and Major Countries for the Enhancement of National Statistics Quality

다국어 초록 (Multilingual Abstract)

National statistics is basic information which not only government-affiliated organizations but also all members in a country need to share as public goods and an essential tool for enhancement of quality and performance evaluation. Also, national statistics is one of important national infrastructure which needs to show the actual structure and the changed contents of each event as an objective and neutral system throughout the whole country. Writing and opening of national statistics having these specific characteristics are the government's main role which cannot be handled by a specific person or an organization. This research is a comparative analysis of the Korean statistics system including statistics legislation, statistics arbitration, use of administrative documents, advisory organizations compared with United States of America, Canada, United Kingdom and Japan. These steps are the essential conditions for the national statistics to accomplish its own ability and function and also a core point in order to understand the system. As a result of the prior research above, this thesis contains the main implication of the improvement of the Korean statistics system. Based on these implications, this thesis contains policy platforms for the construction of an efficient system such as the expansion of statistics infrastructure, functioning of arbitration, use of administrative documents, and definement of the role and status of the central statistics organization. This is expected not only to revitalize discussion for improvement of statistics system but also become a role as a foundational research for future research. The research of statistics system should be reached continually and on regular terms.

국문 초록 (Abstract)

국가통계는 정부부처는 물론 국가의 모든 구성원들이 공유해야 하는 공공재적 성격을 지닌 기초정보로서, 정책의 과학적 수립을 위한 필수 자료인 동시에 정책의 품질 향상 및 성과평가의 핵심적인 수단이며, 국가전반에 걸친 각종 현상의 실질적인 구조와 그 변화내용을 객관적 그리고 중립적으로 보여주어야 하는 중요한 국가인프라 중 하나이다. 이러한 특성을 가진 국가통계의 작성 및 제공은 특정 개인이나 단체에게 맡길 수 없는 정부의 주요 기능이다. 따라서 본 연구는 국가통계가 본연의 기능과 역할을 수행하는 데 있어 필수 전제조건인 한국의 통계제도와 미국, 캐나다, 영국, 일본의 통계제도에 대하여 이를 이해하는 데 핵심적으로 중요한 사항인 통계제도, 통계조정기능, 행정자료 활용, 자문기구의 측면에서 비교분석한 후 한국의 통계제도 발전을 위한 시사점을 도출하였다. 도출된 시사점을 바탕으로 필요통계의 신속한 공급을 위한 통계인프라 확충, 국가통계의 신뢰제고를 위한 조정기능 확충, 효율적 통계작성을 위한 행정자료 활용, 중앙통계기관의 위상과 역할 재정립 등 효율적인 국가통계체제 구축을 위한 정책적 제언을 하였다. 이는 통계제도의 발전을 위한 논의를 활성화시킬 뿐만 아니라 후속 연구를 위한 기초적 연구의 역할을 할 것으로 기대된다. 통계제도에 대한 연구는 일회적으로 끝나는 것이 아니라 일정 주기로 그리고 지속적으로 이루어져야 할 것이다.
