성인지적 지역혁신발전의 가능성 = 제주도의 ‘신 어촌운동’ 추진사례를 중심으로

국문 초록 (Abstract)

이 글에서는 제주도지역혁신협의회와 지역혁신발전정책의 현주소를 살펴보고, 기초 자치단체의 지역혁신발전정책사업 사례분석을 통해 향후 지역혁신발전정책에서 성인지적 관점의 통합가능성을 모색해본다. 구체적인 분석대상은 ‘신 어촌운동’ 추진사례로, 분석에 사용된 자료는 문헌연구법과 심층면접법을 사용해 수집한 것들이다. 분석 결과는 다음과 같다.
우선 제주도지역혁신협의회의 젠더구성을 살펴본 결과, 약간의 변화는 보이지만 구색 맞추기로 여성위원을 위촉하거나 정책의 집행과정에 여성을 동원하고 있고 여성참여도 일부 위원회에 치중되어 있다. 또한 지역혁신발전정책에 성인지적 관점을 통합하기 위해서는 지역혁신발전계획의 수립단계에서부터 성인지적 관점을 통합시키는 노력이 필요하다. 이러한 측면에서 이 글에서 다룬 성산마을어촌계의 자율관리어업 사례는 일정한 의의가 있다. 이 사례는 초기에 행정주도로 시작한 사업이었고 기획 당시에 여성의제를 포함시키는 방식은 아니었음에도 불구하고 정책집행과정에서 정책대상 조직의 성격이나 조직내부의 역학에 따라 성인지성이 통합될 수 있음을 보여준다. 그러나 성산마을어촌계의 조직운영에서의 성과는 조직 외부의 성인지적 지역혁신발전정책으로 인한 결과라기보다는 해녀노동의 성격과 어촌계조직 구성원들 간의 결속력, 그리고 민주적 의사결정체계의 구축 등 조직내부의 역학의 결과로서의 성격이 강하다. 그럼에도 불구하고, 이 사례를 통해 지역혁신발전정책의 기획과 운영, 그리고 정책이 내실을 기하기 위해서는 정책 참여자들 간의 상호작용과 지역의 다양한 행위자들 사이의 파트너십 형성, 즉 민주적 의사결정체계의 구축이 중요하다는 것을 알 수 있다. 지방자치단체가 여성을 대표할 수 있는 조직과 집단을 위한 의사소통메커니즘을 강화하고, 그 통로를 열어둘 때 성인지적 지역혁신발전은 가능할 것이다.

다국어 초록 (Multilingual Abstract)

This study aims to examine the present address of the regional innovation development policy of Jeju Island, which gropes for and looks at the possibility of regional innovation development policy with gender sensitive perspective. I analyzed Jeju regional innovation council and a case of 'New Sea Village Movement' of regional innovation development policies of Jeju Island. The data used for analysis are what was collected using the depth interview of the reference inquiring method and a specialist group. The important findings were confirmed the following.
First, the gender composition of the Jeju regional innovation council, although a little change is visible, understood that women are mobilized by committee's request and execution process, and the women's participation leans to a part of the committee. Therefore, as the alternative plans over this, though building the mutual network between the specialized agency which deals with issues of women and women organizations or councils, women have to participate from the planning stage of a policy. In order to unify gender sensitive perspective, methods which watches policy execution, and we can present the construction of an educational system which trains women in the long nm, and regional innovation development policy, efforts to unify a gender sensitive perspective are required of the composition of regional innovation councils and in the stage for establishment of regional development plans.
When seeing like this, a case of the autonomous management fishing of the Seongsan sea village subsection deserves observing. The autonomous management fishing of the Seongsan sea village subsection was not the system which it began by administration initiative in early stages, and which includes a female subject for discussion in plan that time of an initial project. However, it could be the example which was able to become pro-environmental and pro-ferminine organization management because woman divers become a principal axis in case of village fishing of Jeju.
In future, it is required to unify gender sensitive viewpoint from the plan stage of a policy entetprise, and to begin to convert the direction and the contents of a policy. Like the case of Seongsan sea village, for the realization of establishment of a policy and management, the partnership formation between the various community actors and the interactions between policy participants. If it puts in another way, the construction of a democratic decision-making system is important. Local self-governing bodies are strengthened the system of mutual understanding for organization and groups with which can represent women and with regional innovation development with gender sensitive perspective will be possible, when opening the passage.
