국문 초록 (Abstract)

최근 우리나라에서는 선진국에서와 마찬가지로 지방정부들이 문화산업을 전략산업으로 육성하려는 정책적 노력들을 보여주고 있다. 그러나 낮은 성과와 문화산업 업체들의 지대추구(rent-seeking)에 대한 비판이 적지 않은 바, 본 연구에서는 보조금을 둘러싼 지방정부와 문화산업 업체간의 상호작용을 분석하기 위해 3개의 수리적(數理的) 보조금게임 모형을 살펴보고 있다. 이 모형을 살펴본 결과, 주인-대리인 이론에서 나오는 여러 정책적 함의, 예를 들어 역(逆)선택, 도덕적 해이, 계약이후의 감춰진 지식, 교차 검증 등이 지방정부의 문화산업정책 보조금에도 거의 그대로 적용됨을 알 수 있었다. 또한 계약이후의 감춰진 지식에 의해 문화산업 업체의 정보 지대가 오히려 감소하고, 교차 검증이 지방정부와 문화산업 업체가 상대방에게 진실된 메시지를 보내게 만드는 균형을 보장한다는 것을 알 수 있었다.

다국어 초록 (Multilingual Abstract)

This article examines three game-based subsidy models for analyzing the interactions between Local Government and Cultural Technology businesses. From these models we could find that the principal-agent implications (adverse selection, moral hazard, post contractual hidden knowledge, and cross checking) are also relevant to the Local Government’s subsidy game. We also found that the informational rents of the CT business would be reduced via post contractual hidden knowledge and cross checking would guarantee an equilibrium in which Local Governments and CT businessesare willing to send truthful messages.
