영유아보육법령 개정과정에서의 쟁점 분석 - 보육이념의 실현을 위한 조항을 중심으로 = Analysis on Issues Emerged on the Amendment Process of the Act to Protect Infants - Focusing on clauses to implement child-care principles

This study reviewed clauses of the amendment of the Act to Protect Infants, its enforcement decree and rules which were newly inserted, strengthened, or deleted to implement the principles regarding child-care. It also analyzed materials of policy discussion meetings and hearings held during the amendment process, especially focusing on clauses related to implementation of child-care principles. The analysis brings up issues emerged during the amendment process and how they were reflected in the amended Act, including its enforcement decrees and rules. The issues analyzed are as follows
First, regarding the principle of giving prior considerations to interest of infants, followings were examined; 1) Strengthening standards to operate child-care facilities; 2) Improving expertise of those involved in child-care; 3) Establishing the committee to operate child-care facilities; and 4) Setting up the evaluation and accreditation system.
Second, concerning the principle of having healthy development in safe and pleasant environment, followings were examined; 1) Promoting health, nutrition, and safety of infants; and 2) Reinforcing standards to set up child-care facilities
Third, in relation to the principle of 'no discrimination in any type', followings were examined; 1) Expanding beneficiaries to be financially assisted; 2) Introducing the graded child-care fee system; and 3) Functioning of child-care
