농촌소멸에 대응하는 주민주도 지역특화사업에 관한 연구: 세종미래마을을 중심으로 = Research on Resident-led Local Projects in Response to Rural Extinction - Focusing on Sejong Future Village

국문 초록 (Abstract)

지방소멸은 우리에게 더이상 낯선 단어가 아니다. 오랜 시간 지속되어 온 저성장, 저출산, 고령화 문제는 현재 우리에게 많은 위험으로 다가오고 있다. 본 연구는 이러한 문제의식 하에 중앙과 지방은 어떤 대응을 하고 있는지를 검토했으며, 특히 세종형 농촌주거환경개선사업으로 지역에 맞는 구조를 확립하고자 시작된 세종시의 ‘세종미래마을’을 통해 농촌소멸에 대응하는 정책적 한계점을 도출하였다. 선도적인 사례로 시행되고 있는 ‘세종미래마을’의 지속성을 위해 다음과 같이 개선과제를 도출하였다.
첫째, 유사 사업과의 차별성 부족을 해결하기 위한 개념 정립이 필요하다. 둘째, 추진체계 개선을 통해 주체별 역할을 명확히 하고 사업 추진의 명확성을 확보하는 것이다. 셋째, 관계부서의 예산 우선 확보와 기금 활용 방안이다. 넷째, 작은 공간이라도 소득을 창출한다면 운영･관리에 대한 교육이 선행되어야 할 것이며, 성장 단계에 따른 계획수립이 필요하다.

Local extinction is no longer an unfamiliar word to us. The problems of low growth, low birth rate, and aging population are now posing many risks to us. This study examined how the central and local governments are responding to these issues, and in particular, expectations and limitations for rural extinction were derived through Sejong City’s ‘Sejong Future Village’, which was started to establish a structure suitable for the region as a Sejong-type rural residential environment improvement project. For the sustainability of the ‘Sejong Future Village’, which is being implemented as a leading example, the following improvement tasks were derived.
First, it is necessary to establish a concept to resolve the lack of differentiation from similar projects. Second, it is necessary to clarify the roles of each subject and secure clarity in project promotion through improvement of the promotion system. Third, it is a plan to secure budget priority for related departments and utilize funds. Fourth, if even a small space generates income, education on operation and management should be provided in advance, and a plan should be established according to the growth stage.
