놀 권리 관점에서 바라본 아동친화도시 현황과 시사점 = The Right to Play and Its Implications for Child-Friendly Cities

국문 초록 (Abstract)

놀 권리는 헌법과 아동권리협약에서 보장하는 아동의 권리로, 놀 권리 보장을 위해서는 놀이 여가 공간의 확보가 선행되어야 한다는 점에서 도시계획의 측면에서 접근할 필요가 있으며 아동권리보장을 위해 추진하는 아동친화도시 인증 제도와 함께 고려할 수 있다. 이에 본 연구는 아동 놀 권리 보장 측면에서 아동친화도시의 개념적 연관성을 고찰하고 아동친화도시 인증 여부가 아동의 놀 권리 보장 정도를 반영하고 있는지 집단 간 비교 분석을 통해 탐색적으로 살펴보았다. 전국 시설 현황 자료 및 국민여가활동조사 원자료 등을 활용하여 아동친화도시 인증 여부에 따라 문화 여가 기반 시설과 거주 아동의 문화 스포츠 참여 경험에 차이가 있는지 분석한 결과, 아동친화도시 인증 여부는 아동의 놀이 여가 기반 및 활동 참여와 직접적인 연관성이 부족한 것으로 나타났다. 연구결과를 바탕으로 아동의 놀 권리를 실질적으로 확보하기 위한 아동친화도시 인증 제도 개선방안을 제시하였으며 특히 정부에서 추진하는 신도시 조성 및 도시재생사업 등의 도시 계획과 아동친화도시 인증 제도를 연계하는 방안을 고려하고 아동의 연령별 놀이 욕구에 맞는 다양한 환경을 조성하도록 노력할 것을 제언하였다.

The right to play is a fundamental children’s right guaranteed by the Constitution and the Convention on the Rights of the Child. Ensuring this right requires securing safe spaces where children can play freely, necessitating an urban planning perspective. This study examines the concept of Child-Friendly Cities (CFCs) in relation to safeguarding the right to play. It also investigates whether CFC certification reflects the extent to which children’s play rights are protected through a comparative analysis of certified and non-certified groups. The findings reveal that CFC certification shows limited direct association with the availability of play infrastructure and children’s participation in leisure activities. Based on these results, the study proposes improvements to the CFC certification system to more effectively uphold the right to play. In particular, it emphasizes the need to integrate government-led urban planning initiatives with the CFC certification process.
