푸틴 집권 2기 러시아 정당체계의 성격- 패권정당모델 적용 가능성의 검토 = Character of the Russian Party System under the Putin's Second Term - Implication of Hegemonic Party Model

This paper attempts to interpret the rapid growth of Russia’s Party of Power despite the
underdevelopment of the political party system. The strengthening of Russia’s Party of Power can be
interpreted as the emergence of a hegemonic party system, i.e. a non-competitive multi-party system,
rather than the institutionalization of a competitive multi-party system. In particular, little possibility of
powertransfer through free and fair election, and the marginalization of opposition parties due to internal divisions and external barriers strongly indicate the possibility of the Russian political system transiting to a hegemonic party system. However, since the consensus and concentration within the ruling elite is a necessary precondition for the hegemonic party system, and does not currently exist, the prospect for the ultimate transition to the hegemonic party system is not yet clearly visible.

국문 초록 (Abstract)

푸틴 집권 이후의 최근 러시아 정당체계는‘낮은 제도화론’만으로는 설명하기 힘든, 복합적인 양상을 보여주고 있다. 권력당의 급속한 성장과 안정화 경향, 정당체계 강화 및 정비를 목적으로 하는 일련의 형식적 제도의 도입, 그리고 선거에서의 정당요인의 강화현상 등의 현상은 특히 러시아정치체제의 전반적인 권위주의화 현상과 맞물리며 나타나고 있다.
본 논문은 권력당의 최근 발전양태 및 작동방식을 중심으로 하여 러시아 정당체계의 성격을 고찰하며 야당의 존재, 공정한 선거 및 패권적 합의라는 세 가지 변수에 근거하여 사르토리의 패권정당 유형론의 적용가능성을 검토하였다. 세 가지 변수에 대한 종합적 고찰은 패권정당제 형성의 잠재적 가능성을 보여준다. 그러나 패권정당체계의 현실화는 궁극적으로는 주요 행위자의 패권적 합의의 형성에 달려있다고 보인다.
