유전자변형생명체(GMO) 규제의 정치: 규제삼각형과 옹호연합모형의 결합을 통한 EU의 GMO 규제 역동성 분석 = The Politics of GMO Regulation in the EU: An Explanation of the Regulatory Dynamics of EU Based on Regulatory Triangle and Advocacy Group Framework

This article aims to explain why the EU has maintained strong Genetically Modified Organism (GMO) regulations while other countries have weak regulations. To discuss this issue more specifically, the authors devised an analytic framework-the Regulatory Triangle Model with Advocacy Coalitions-to review the dynamic interactions among regulators, the regulated, and beneficiaries of regulation in terms of advocacy group politics. This research found that anti-GMO NGOs in the EU played a major role in making the EU government (the regulator) take strong GMO regulatory policies before big GMO producers (the regulated) dominated GMO regulation issues in the EU. As advocacy groups, the coalition of anti-GMO NGOs was so successful in persuasion that consumers and small farmers demanded politicians support strong regulatory policies. The implication of this research is that Korea’s weak GMO regulation is the result of the easy capture of the regulator by the major GMO producers, while anti-GMO advocacy coalitions are not well formulated.

국문 초록 (Abstract)

이 연구는 세계에서 가장 강력한 GMO 규제 정책을 채택하고 있는 EU를 사례로 하여 EU의 GMO 규제가 지속적으로 강화되어 온 이유를 설명하고 그에 따른 정책적 함의를 도출하는 것을 목적으로 한다. 체계적인 서술을 위하여 필자는 1)EU의 GMO 규제 이슈와 정책적 대응에 대한 현황 및 논의를 소개하고, 2)GMO 규제의 정치적 역동성을 분석하기 위한 연구 틀로써 <규제삼각형과 옹호연합 결합 모형>을 개발하여, 3)그것을 분석틀로 삼아 EU의 규제 강화 사례를 집중 분석한 후, 4)한국의 GMO 규제에 대한 함의와 전망을 제시하였다. EU의 경우, 반GMO 옹호연합의 전략적 활동이 정치가들로부터 강력한 규제 정책을 이끌어 내는 데 매우 성공적이었다는 사실을 발견할 수 있었다. 이에 비추어 볼 때 한국의 반GMO 활동은 그 역량은 물론 소비자의 호응을 얻는데 상당한 한계를 노정하였으며, 이에 따라 GMO규제 이슈가 정치적 사안으로서의 지위를 얻지 못하였다.
