지역경제 성장과 지방재정의 인과관계 분석 = A Dynamic Panel Analysis on Local Public Investment Expenditure with Various Regional Economic Variables at South Korea

국문 초록 (Abstract)

본 연구는 지역생산함수와 지역공공재 수요함수, 인구모형을 통합적으로 고려해 동태적패널분석으로 그랜저 인과관계를 검정하여 지역경제성장과 지방재정운용의 효율성을 검토하였다. 분석 결과, 지역경제 성장(GRDP 증가) 이후 자치단체의 투자적지출이 증가하는 바그너적 인과관계가 두드러지게 나타났으며, 투자적지출 증가 후 의존재원이 증가하는 인과관계도 발견하였다. 투자적지출을 산업 관련 지출과 SOC 관련 지출로 분류해 분석한 결과, 산업 관련 지출은 GRDP나 지방세수입과 직접적 인과관계를 가지지 못한 반면, SOC 관련 지출은 직접적 인과관계를 가진 것으로 나타났다. 따라서 산업 관련 투자적지출의 효율성을 높일 수 있도록, 앞으로는 지역의 다양한 의견을 반영해 나가야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study analyze the efficiency of local public investment expenditure at South Korea. The local product function and demand function for local public goods are estimated by applying a panel VAR analysis. After panel VAR analysis, total effect of local public investment expenditure and separate effect of investment expenditure for industry and SOC are analyzed. Application of the Granger causality test base on panel VAR model suggests a significant Wagner's law which local public investment expenditure affects G.R.D.P. Separate test indicates that local public investment expenditure for S.O.C has a direct causality to G.R.D.P. and local tax revenue, but local public investment expenditure for industry has not. In this overall perspective, the local public investment expenditure for S.O.C. is relatively efficient from the point of views of allocation and dynamic growth.
