Kyongju, as a capital city of Silla dynasty, has many historical remains over the region, and has become one of the most important tourist destinations in Korea. Nowadays, Kyongju is experiencing severe developments that do not harmonize with the historical nature of the region. This thoughtless development decreases the uniqueness of landscape, which leads to the decrease of the attractiveness of the region as a tourist place. The purpose of this study was to find out the difference between tourists and residents on the landscape evaluation of Kyongju, and suggest landscape guidelines. 807 individuals answered the questionnaire(participation rate was 67.25%), and the results showed both residents and tourists thought that the landscape of Kyongju was not as good as it should be, although it was still beautiful, natural, historical, unique, and harmonious compared to other cities. Participants strongly agreed on the need of the control on development to maintain the original image of a historic city. The landscape guidelines suggested based on the results include; 1) the goal of landscape management of Kyongju should be oriented to the preservation of landscape identity as a historical city, 2) the naturalness of the landscape should be preserved all over the region, 3) the historical value of the central area of Kyongju should be enhanced by three landscape management principles that includes conservation of historical sites, adoption of landscape control for the shape, height, and size of buildings, and provision of pedestrian network between historical sites.
