      Globalization and neo-liberalism have greatly altered the way of political grammar of nation¬state, that is, functions of democracy. State seems to be losing its autonomy in various aspects. Previous literature have confirmed that the changes brought by globalization differ from each country. This paper argues that the differences come from domestic political institutions that countries show great variation on their choices. Outer effects like globalization playa new role varying the balance of power and its structure between/within interest groups and classes. In this situation political institutions that are rules of power distribution regulate the new political context. In other words, political institutions change or filter the effects of globalization on domestic political process. This study analyzes the complex relations between globalization and political institutions on governance. Dealing with more than 60 countries, it finds that consensus political institutions maximizing the size of majority, in Lijphart's terms, work positively on the qualities of governance under the condition of economic openness and other deregulation. Interestingly, the effects of globalization and many aspects of economic openness are rather moderate than usual expectation, and they hardly show similar or consistent effects. The globalization and political institutions work differently according to the nature and divisions of governance.

      Globalization and neo-liberalism have greatly altered the way of political grammar of nation¬state, that is, functions of democracy. State seems to be losing its autonomy in various aspects. Previous literature have confirmed that the changes brought by globalization differ from each country. This paper argues that the differences come from domestic political institutions that countries show great variation on their choices. Outer effects like globalization playa new role varying the balance of power and its structure between/within interest groups and classes. In this situation political institutions that are rules of power distribution regulate the new political context. In other words, political institutions change or filter the effects of globalization on domestic political process.
