삶의 질 측정을 위한 종단 조사 설계 연구: 경기도민 삶의 질 조사의 사례를 중심으로 = Designing a Longitudinal Survey for Measuring the Quality of Life: A Case Study

As of today, enjoying a happy life is a central concern for all of us including Koreans. It is, therefore, a remarkable recent trend in South Korea that the main emphasis of governmental policies implemented by both central and local levels, which used to be achieving economic growth and increasing GDP, is to offer better lives. So the ultimate goal of local governments is to substantially improve the quality of life of their residents. For achieving this objective, it is undoubtedly necessary not just to define the notion of quality of life but also to measure it properly. Accordingly, this study aims to discuss an issue of measuring the level of quality of life and to illustrate a concrete procedure of actualization through conducting a survey. As a case, it mainly focuses on the Quality of Life Survey for the residents of Gyeonggi Province, directed by Gyeonggi Research Institute.
The first wave was conducted in 2016 in which its sample size was 20,000 households, some of which agreed to be a panel household that will be repeatedly interviewed later. It was composed of eight categories constituting a person’s quality of life, namely family, housing, household economy, employment, transportation, environment, community, and well-being. This survey attempts to lay the foundation for developing evidence-based policies through constructing individual-level panel dataset. It would also contribute to the study of survey research design by suggesting an integrative model accommodating both a cross-sectional social survey and a longitudinal panel survey.

국문 초록 (Abstract)

행복한 삶은 고도성장 이후 찾아온 저성장 시대의 핵심적인 화두이다. 근래 중앙 및 지방자치단체의 궁극적인 정책목표 역시 시민이 행복한 삶을 영위하는데 맞춰지는 추세이다. 그렇다면 지역 차원에서 지방자치단체의 정책대상인주민의 삶의 질은 어떻게 제고할 수 있을까? 이에 대한 답을 얻기 위해서는 무엇보다도 삶의 질이 무엇이고 어떻게이를 측정할 수 있는가에 대한 논의가 선행되어야만 한다. 따라서 이번 연구는 삶의 질 계측 방법을 제시하고 이를 실제 조사를 통해 구현할 방안을 제안하는 것을 목적으로 한다. 여기서는 구체적으로 경기연구원이 자체적으로 기획하고 2016년 여름 경기도에 거주하는 2만 가구를 대상으로 실시한 제1차 「경기도민 삶의 질 조사」의 설계과정을 요약해제시한다. 해당 조사를 기획함에 있어 우선 기존의 각종 사회조사와 패널조사의 장단점을 검토하였고, 이를 통해 반복횡단면 조사와 종단 조사의 장점을 극대화하는 방향을 선택하였다. 그간 중앙정부와 지방자치단체가 추진하는 대규모사회조사와 주로 국책연구기관에서 수행하는 종단 조사는 별도로 진행되고 발전되어왔는데, 「경기도민 삶의 질 조사」 는 표본설계, 표집, 조사영역 설정, 문항구성 등의 과정에서 두 가지 조사형태를 아우르는 새로운 대안적 조사를 지향하였다. 나아가 향후 주기적인 패널조사를 통해 경기도민 삶의 질의 동태적 변화까지 파악하고 이를 통해 행정서비스의 고객인 주민의 관점에 기반을 둔 근거중심 정책연구를 도모한다.
