공간정보 기술을 활용한 성범죄의 공간 환경요인 특성 분석과 방범 시설물 최적화 연구

국문 초록 (Abstract)

성폭력 범죄로 인한 피해 사례가 증가하면서 성폭력 범죄에 대한 예방과 사회적 안전 장치에 대한 국민적 관심이 증대되고 있다. 여러 가지 처벌적 조치들에도 불구하고 성폭력 범죄는 해마다 증가하고 있으며, 기존의 법적, 제도적 장치에 대한 범죄 예방의 실효성에 대한 의문이 제기되고 있다. 이에 대한 대안으로 최근 범죄학에서는 범죄가 발생할 수 있는 환경적 요인에 대한 설계와 관리를 통해 범죄의 기회를 감소시키고자 하는 환경범죄학적 접근이 각광받고 있다. 따라서 본 연구의 목표는 이러한 환경범죄학 맥락에서 성범죄의 공간적 분포 특성을 과학적이고 체계적인 방법론을 통해 살펴보고, 최근 효과적인 범죄 예방 환경으로 주목받고 있는 감시 카메라(CCTV)의 효율적인 공간 배치에 대한 대안을 제시하는 데 있다. 이를 위해 먼저, 성범죄자알림e의 성범죄 정보를 활용하여 성범죄 지도를 시각적으로 제시하고, 성폭력 범죄의 발생 분포와 공간 군집을 탐색하였으며, 성폭력 범죄의 지역환경적 특성 요인을 도출하였다. 또한 공공 CCTV의 전국적 분포 특성을 체계적으로 고찰하여 범죄 예방 인프라 시설의 지역적 차이와 입지적 특성을 살펴보았고, 도시 내 감시 사각지대를 효율적으로 커버할 수 있는 공공 CCTV의 최적 입지 대안을 제시하였다. 본 연구의 결과는 우리나라의 성범죄의 현주소와 공간적 양상을 보다 실제적으로 이해하는데 도움을 줄 것이며, 성범죄 예방과 치안 강화를 위한 지역 정책 수립과 계획에 매우 유용한 참고 자료가 될 수 있을 것으로 기대한다.

The interest in the prevention of sex crimes and social secure is growing as the number of cases by sexual offences becomes higher. Although various punishable ways have been introduced so far, increasing sex crime is still going on. Thus, effectiveness of legal systems for preventing crimes is questionable. More recently, the approach for environmental criminology has been paid attention for reducing criminal opportunities through environmental design and management of crimes. This study attempts to look over the spatial distribution of sexual crimes in the context of environmental criminology using scientific and systematic methods, and suggest efficient placements for CCTVs which is an effective crime prevention environment more focused in recent years. To do this, we first visualized the map for sex crimes, explored the spatial distribution of sexual crimes and spatial clusters, and examined regional environmental factors for sexual crimes. Also, we addressed regional disparity and locational characteristics of crime prevention infrastructure by exploring the spatial distribution of public CCTVs nationwide in a systematic way. And finally, we suggested optimal locational solutions for public CCTVs so as to cover in an efficient way unserved urban areas from the existing syst
