This paper provides a theoretical basis for the agency evaluation which is widely utilized by the Korean government in recent years. There are three main lines of inquiry. The first reexamines the concept of policy evaluation from practical points of view to set up logical foundation of agency evaluation. Thus the author introduces the concept of judgemental evaluation as a means of agency evaluation and institutionalized evaluation using agency evaluation. The second explores the characteristics of agency evaluation and proposes ‘policy sum model’ as an integrated approach to the agency evaluation. This model understands policy as an organizational phenomenon and emphasizes methodological pluralism for evaluation. The third line of inquiry reviews the diverse evaluation criteria developed from the perspectives of policy structure, political-administrative dimension, and economic logic. This study also sheds some light on the effective utilization of agency evaluation.
