신자유주의 지구화담론 비판

국문 초록 (Abstract)

이 글은 지구화논의의 주요 쟁점사항인 신자유주의 담론의 ‘지구화 필연’ 테제와 ‘국가 쇠퇴’ 테제를 검토하면서 신자유주의 지구화담론을 비판적으로 고찰하는 것을 목적으로 한다. 2008년 중반 이후에 시작된 글로벌 금융위기가 2009년 초반에 실물경제를 포함하는 세계경제의 위기로 치닫고 있는 가운데 미국식 자본주의의 확산과 자본에 대한 국가개입의 배제를 주장해온 신자유주의 지구화담론은 재평가를 받아야하는 상황에 봉착해 있다. 또한 신자유주의 지구화담론은 그동안 권력이데올로기로서 기능해 왔다는 점에서도 비판적으로 검토를 받아야 한다. 지구화논의가 우리들의 사고를 포괄하는 담론으로 형성되는 가운데 지구화논의는 권력의 문제로 발전되어 왔다. 지구화담론이 권력의 문제인 이유는 지구화논의의 방향이 어디로 흐르느냐에 따라 자본주의 일부 사회세력에게 이익이 되기도 하고 다른 일부에게 불이익이 되기도 하기 때문이다. 지난 30여 년 동안 신자유주의 지구화담론은 자본주의 사회에서 신자유주의 사회세력의 정당성을 뒷받침해주는 이데올로기로서 기능을 충실하게 해왔다고 볼 수 있다. 이 글은 지구화논의에서 신자유주의 담론을 주도하는 신자유주의세력과 반신자유주의 담론을 펼치는 비판세력간의 시각의 차이를 재검해보는 작업이기도 하다.

다국어 초록 (Multilingual Abstract)

This paper critically reviews the discourse of neoliberal globalisation. It is necessary to analyses the globalisation discourse because the discourse has been politically interpreted and deployed according to their own interests of those neoliberal social forces. The author particularly focuses on the two issues of 'the inevitability of globalisation' and 'the destiny of the nation-state.' With regard to the inevitability of globalisation, the neoliberalists believe that globalisation is inevitable and then we must actively embrace the process of the current neoliberal globalisation process, whereas others such as leftists in Marxist perspective oppose this idea and argue that globalisation should be understood as conjunctural trends or pressures at this phase of world capitalism. Regarding the destiny of the nation-state, those neoliberalists think that the authority of the state undergoes inevitable decline amid the intensifying process of globalisation, while others tries to retrieve the power of the capitalist state in the expectation that the state can be the fundamental basis on which the oppressed class protects the basic level of social welfare. This paper attempts to reveal that the neoliberalists spread the discourses of neoliberal globalisation on their own interests.
