地域經濟 活性化를 爲한 地域金融의 育成 方案 : 광주 전남지역을 중심으로 in terms of Kwang-Ju & Chon-Nam districts = A Study on the enhancement of regional finance to vitalize the regional economy

국문 초록 (Abstract)

本 硏究는 地方化 時代에 地域經濟 활성화를 위한 地域金融 育成 方案을 분석 제시코자 했다. 보다 구체적으로는 지방화 시대의 展開와 지역경제의 特性을 分析하고, 경제발전과 금융의 相關關係를 理論的으로 考察한 후, 우리 나라의 지역별 地域金融의 현황 및 문제점을 파악하고, 이에 따른 地方化 時代의 地域金融 育成 方案을 제시하였다.
결국 地自制가 성공적으로 정착하기 위해서는 基本的으로 지역경제가 활성화되어 각 地方政府의 財政自立度가 높아져야 한다. 그러나 本 硏究의 分析 결과 우리나라, 그중에서도 특히 광주·전남의 지역경제가 안고있는 가장 심각한 문제는 實物經濟 뿐만 아니라 金融部門까지도 中央執權化와 地域偏重 현상이 두드러진다는 점이다. 실제로 地域金融은 실물경제 활성화를 위한 媒介役割과 金融産業 自體의 生産性 向上을 통해 지역경제를 활성화한다. 그러므로 지역경제의 활성화를 위한 견인차 역할로서의 地域金融의 位相定立이 매우 중요하다고 하겠다.
따라서 國內外的으로 變化하는 金融環景속에서 地域金融이 타격을 받지않고 능동적으로 地方化時代를 先導하여 地域經濟 發展의 견인차 역할을 遂行하기 위해서는 地方銀行 機能의 擴大强化, 地域資金의 域外流出規制, 지방의 直接金融市場 機能의 提高, 中小企業 支援을 위한 信用保證制度의 役割 提高 등이 이뤄져야 한다.
결국 地方化 時代가 성공적으로 定着하도록 地域經濟가 건실한 발전을 이루기 위해서는 中央政府 뿐만 아니라 金融界·學界·業界 등 모두가 地域金融을 育成하기 위해 協助해야 할 것이다.

다국어 초록 (Multilingual Abstract)

The main purpose of this study is to analyze the method of the improvement of regional finance in order to vitalize the regional economy in the regional autonomy period.
Therefore, this study focuses on proposing the methods of the enhancement of regional finance, after surveyin the facts and problems of the regional economy and detecting the causal directions between economic growth and finance.
Accordingly, the summarized financial methods that vitalize the regional economy are enlargement of regional bank, enhancement of the fuction of direct-financial market, improvement of role of credit-insurance fund to support the small & medium firms, and regulation of outflow of regional funds.
These will be major policy to overcome the mutation of financial circumstances regionally and internationally in the regional autonomy period.
