사회연결망 분석을 활용한 특수학교 설립갈등의 정책네트워크 분석 = Policy Network Analysis of Conflict in Establishment of Special Schools Using Social Network Analysis: Focusing on the Case of Special School in Gangseo-gu

국문 초록 (Abstract)

본 연구는 강서구 특수학교 설립에 따른 갈등 현상의 구조와 시기별 양상을 정책네트워크 관점에서 분석하고 원활한 특수학교 설립을 위한 시사점 도출하는 것에 목적을 두었다. 강서구 특수학교 설립갈등에서 정책참여자 간의 상호작용을 파악하기 위하여 Marsh & Rhodes(1992)의 정책네트워크 모형인 구성원, 통합성, 권력, 자원을 사회연결망 분석을 활용하였다. 그 결과 정책네트워크를 구성하는 정책참여자는 31개, 상호작용은 139개로 네트워크를 구성하는 정책참여자들은 모두 연결되어 있었다. 설립 계획 행정예고 및 의견수렴기(2013~2016)의 정책참여자는 비공식적 참여자가 많은 비율을 차지하며 장애학생의 학습권 보호와 지역이기주의에서 비롯된 쟁점들이 양립하였다. 정책추진기(2017)는 정책참여자 간의 대립이 가시화되며 공식적 참여자들의 참여가 활발히 이루어졌다. 정책수행기(2018~2019)의 정책참여자 역시 공식적 참여자의 참여가 우세하게 나타나며 주요 쟁점은 소통 부족, 개교일 연기 등으로 나타났다. 이와 같은 결과를 바탕으로 논의를 도출하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to analyze the structure and timing of the conflict phenomenon caused by the establishment of special schools in Gangseo-gu from the perspective of a policy network and to derive implications for smooth establishment of special schools. In order to understand the interaction between policy participants in the conflict over the establishment of special schools in Gangseo-gu, members, integration, power, and resources, which are the policy network model of Marsh & Rhodes(1992), were analyzed using social network analysis. As a result, there were 31 policy participants constituting the policy network and 139 interactions, and all policy participants constituting the network were connected. Policy participants in the establishment plan administrative notice and opinion gathering period(2013~2016) accounted for a large proportion of informal participants, and issues arising from the protection of students with disabilities' right to study and local selfishness were compatible. During the policy promotion period(2017), confrontation between policy participants became visible, and official participants actively participated. Policy participants in the policy implementation period(2018~2019) were actively participated by official participants, and the main issues were lack of communication and postponement of the school opening day. Discussions were drawn based on these results.
