전국시도교육감협의회의 대정부 정책참여 활동에 관한 고찰 = A Study on the Policy Engagement Activities of ‘National Council of Governors of Education’ to Government

국문 초록 (Abstract)

본 연구의 목적은 교육감협의회의 대정부 정책참여 활동을 고찰하고자, 2014년 및 2018년에 당선된 교육감으로 구성된 협의회가 다루어 온 정책의제 및 이슈에 관하여 대정부 영향력을 어떻게 행사해왔는지 분석하는 것이다. 이를 위해 교육감협의회가 생산한 총회 보도자료를 바탕으로 주요 정책의제 또는 정책대안들을 파악하고, 제출된 대정부 제안을 정부 또는 국회가 정책결정에 반영한 정도를 바탕으로 영향력을 추정하였다. 연구 결과, 교육감협의회의 대정부 제안 활동은 제1시기(2014년 당선)에 비해 제2시기(2018년 당선)에 양적으로 활발해졌다고 할 수 있다. 질적으로도 정책공동체 성격의 활동을 강화하면서 교육이슈를 선도적으로 의제화하는 등 제안의 범위가 다양해졌다. 한편 대정부 제안이 수용되는 비율과 미수용되는 비율은 제2시기에 모두 줄어들었다. 미수용 건수 비율이 감소했다는 결과 그 자체는 대정부 영향력으로서 긍정적으로 평가할 부분이 있다. 그러나 수용되는 비율이 증가하는 대신 역설적으로 검토 및 기타로 분류된 건수의 비율이 늘어난 것이다. 이에 두 시기 교육감협의회의 대정부 활동의 결과가 어떤 차이로부터 기인한 것인지를 논의하였다. 끝으로 전국시도교육감협의회가 향후 정책과정에서 기존 이익집단이나 정책공동체와 같은 성격 이상의 위상을 가질 수 있다는 기대에 비추어, 전개해왔거나 앞으로 전개해나갈 정책참여에 대하여 체계적이고 분석적인 후속 연구가 필요하다고 제언하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze how the National Council of Governors of Education, which is composed of superintendents elected in 2014 and 2018, has exerted influence on the government on policy agendas and issues that have been dealt with. To this end, major policy agendas or policy alternatives were identified based on the general assembly press release produced by the Council of Governors of Education, and the influence was estimated based on the degree to which the government or the National Assembly reflected the government proposals in policy decisions. As a result of the study, it can be said that the activities of the Council of Governors of Education for government proposals were quantitatively more active in the second period (elected in 2018) compared to the first period (elected in 2014). Qualitatively, the range of proposals has diversified, such as strengthening the activities of the policy community and taking the initiative in raising educational issues. However, both the rate of acceptance and non-acceptance of proposals to the government decreased in the second period. A decrease in the non-adoption rate can be evaluated positively in terms of its impact on the policy process. But instead of an increase in the rate of acceptance, the rate of cases classified as review and other is increasing. To realize this as an actual policy, political and policy efforts must be continued.
