권력현상에서 생활현상으로:‘정치’에 대한 란다우어(G. Landauer)와아렌트(H. Arendt)의 이해와 현대적 의미 = G. Landauer’s and H. Arendt’s Understanding on ‘Politics’ and its Meaning

다국어 초록 (Multilingual Abstract)

The discussion about politics and democracy of G. Landauer and H. Arendt begins by criticizing the
problems of representative democracy. The understanding of politics and democracy of G. Landauer is
similar with that of H. Arendt’s understanding, but is less known. The similarity between G. Landauer’s
and H. Arendt’s understanding of politics and democracy can be observed through their comprehension
of politics. G. Landauer is in opposition to the point of view that ‘politics’ is considered a struggle for
power. According to G. Landauer, politics consist of society existing so humans can maintain their
rights to be treated as humans and participate in problems of living in a society. For H. Arendt as well,
the essence of politics is not a struggle for power but a process to exchange thoughts and furthermore, to
draw out decisions. Therefore, politics can be understood as liberalization of human beings according to
G. Landauer’s hypothesis. Raising questions about council politics which has been considered as a base
of political justice and claims to convert fundamental thoughts about ‘political matters’ must be debated
extensively because given the fact that Korea faces a task of activation and substantiality of local
politics to activate local politics and to ease a crisis on politics. Comprehension about politics as the core
of a struggle for power extremely limits the area of politics by recognizing political phenomena as
nonpolitical phenomena of troubleshooting the conflicts in the actual lives. As a result, politics and
political phenomena will remain a monopoly of the minor elite. Accordingly, the views of G. Landauer
and H. Arendt recognizing about the participation of social issues as politics should be restudied.

국문 초록 (Abstract)

란다우어와 아렌트의 정치와 민주주의에 대한 논의는 대의제 민주주의의 문제점에 대한 비판으로부터 출발하고 있다. 아렌트에 비해 우리에게는 거의 알려져 있지 않은 란다우어의 정치와 민주주의에 대한 이해는 놀라우리만치 아렌트의 생각과 유사하다. 란다우어와 아렌트 사상의 유사성은 무엇보다 정치에 대한 이해에서부터 잘 보여진다. 란다우어는‘정치’라는 현상을 권력투쟁으로 바라보는 것에 반대한다. 그에 의하면 정치란 인간이 인간으로서 존재하기 위해 사회를 결성하고, 그 속에서 살아가야하기 때문에 발생하는 문제들에 대한 참여를 의미하는 것이었다. 아렌트에 있어서도 정치의 본질은 권력투쟁이 아니라, 서로 다른 생각들이 교환되는 과정과 더 나아가 토론을 통해 문제 해결을 위한 결정을 도출해 나가는 삶의 과정이며, 그러한 것으로서의 정치는 따라서 란다우어에게 있어서와 같이 인간의 자유의 실현 과정으로 이해되어진다. 이와 같이 근대 이후 거의 모든 정치적 정당성의 근거로 자리 매김되어 온 대의제 민주주의에 대한 문제의 제기와‘정치적인 것’에 대한 근본적인 사고 변화의 주장은 특히 지방정치의 활성화와 내실화라는 과제와 정치학의 위기를 맡고 있는 한국 사회에서 더 더욱 심도 있게 논의되어야 할 사안이다. 권력 투쟁 중심으로의 정치에 대한 이해는 실제 생활 속에서 전개되는 갈등 해결이라는 정치적 현상을 비정치적인 것으로 인식하게 함으로써 정치 영역의 지평을 지극히 좁은 영역으로 국한하게 되고, 그 결과 정치학과 정치현상은 소수의 엘리트들의 전유물로만 남게 될 것이다. 이런 의미에서 생활 속에서 일어나는 사회적 문제들에 대한 참여를 정치로 인식하는 란다우어와 아렌트의 시각은 재조명되어야 할 것이다.
