지적불부합지 일제정비를 위한 기본계획에 관한 연구 = A Study on the Fundamental Plan for the Arrangement of Cadastral Non-corresponding Parcels Simultaneously in Korea

국문 초록 (Abstract)

오늘날의 지적제도는 100년 전 태동되었으며 1950년에 제정된 지적법에 의하여 운영되어 왔으나 전국적으로 ‘지적불부합지’가 산재하게 되어 국민의 고충과 분쟁 발생의 주원인으로 자리잡고 있다. 따라서 본 연구에 서는 이를 해결하기 위한 지적불부합지 기본계획에 관한 연구를 수행하였다. 연구결과로는 지적불부합지 정리사업의 정책적 타당성을 평가하기 위해 정책적 분석을 수행하고 우리나라의 지적불부합지 현황과 정리실적을 분석하였으며 이를 기반으로 전국 지적불부합지 일제정리를 위한 기본계획을 수립하였다. 기본계획에서는 지적불부합지 정리사업의 점진적, 단계적 확대방안 모색을 위한 목표와 추진전략을 수립하였으며 소요기간은 10.3년, 사업추진을 위한 재원은 중앙정부가 부담하는 것 등을 제시하였다. 향후 연구 및 정책건의 사항으로는 본 사업을 본격화하기 위해서는 반드시 가칭 「지적공부의 관리와 지적불부합지의 정리에 관한 법률」의 제정과 전국 단일기준망 구성을 위한 지적기준점 선점 및 세계측지계 좌표 산출을 요구하였다. 또한 본 연구에 대한 정부의 강력한 정책적 추진 의지와 이를 위한 관/산/학 협력 체계가 원활하게 이루어져야 디지털 지적구축을 위한 지적불부합지 정리사업이 성공적으로 추진될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

Current cadastral system has been started before 100 years and Cadastral law enacted in 1950 has been
operated. However there has been non-corresponding parcels on the national scale and it cause difficulties and
dispute occurrences of the citizen.
Therefore in this research it will reach the fundamental plan for solving the problems of non-corresponding
parcels in Korea. The political analysis was implemented in order to evaluate political validity of
non-corresponding parcel project as the result of this research and analyzed current situation and actual report
for arrangement of Korean non-corresponding parcels. Finally the fundamental plan for these parcels
simultaneously was established based on the above reports.
In the fundamental plan, the target and propulsion strategy for the progressive phased magnification of non-corresponding parcels was established. The period required is about 10.3 years and the financial resources
for an enterprising propulsion was presented as central government charges. With hereafter research and politic
proposal requested certainly enactment of ‘management of cadastral book and the law for arrangement of
cadastral non-corresponding parcels’ and cadastral control points & coordinates of world geodetic system for
national singular network.
Also the politic propulsion of government for the main project and cooperation of government, industry and
education should be accomplished harmoniously. Based on this correlation it will be the key to achieve the
national cadastral non-corresponding parcels arrangement project for Digital Cadastre Establishment.
