초점사건 중심 정책변동 모형의 탐색 -「한국의 아동 성폭력 사건 이후 정책변동」을 중심으로- = Exploration of Focusing Event Related Policy Change Model: The Case Studies of A Series of Child Sexual Violence Events and Policy Change in Korea

Although there are many theories to explain policy change, we can not find relevant framework to explain the sudden policy change by focusing events. In real world, there are many policy change cases which are caused by focusing events. Therefore this study try to make the model or the framework to understand how focusing events affect policy process and change the policy. For this, this study analysis the policy change process after child sexual violence accidents based on the event-related policy change model. Focusing event raised a public interest and became social issue, and open policy window. Each event provide policy ideas and information to policy makers but this policy learning is enable to or not to lead policy change. This study focus on the what factors or conditions make difference to policy change and policy failure to analysis a series of child sexual violence events. We applied Birklnad’s ‘event related policy change model’ to three chain of events; 1) 2008.12 Cho, Doo-sun, case 2) 2010. 02 Kim, Gil-tae. cases, and 3) 2010, 06. Kim. Soo-chul case. Another our purpose of study is modifying Birkland’s model and building policy change model to explain well Korean policy phenomena. The results suggest us two implications; The first, policy change cause by the degree of emotional shock to people as well as the extents of physical damage. The second, focusing events didn’t bring a radical change in policy, they prefer to incremental approach. But the policy learning through a series of events finally adopt stricter and coersive policy tools which caused controversy.
