This study aimed to evaluate the efficacy of a functional cosmetic cream formulated with a cold-press extraction of Perilla frutescens seed oil, cultivated from seeds in Gwangyang, Korea. A four-week application test was conducted on adult female participants to assess changes in skin moisturization, transepidermal water loss (TEWL), gloss, brightness, and pigmentation(melanin and hyperpigmentation) around the eye area. After four weeks of using the Perilla oil cream, the moisturizing effect was assessed using the Corneometer CM825, revealing a statistically significant 11.659% increase in skin hydration. The TEWL, measured by Tewameter TM300, decreased by 24.560%, confirming enhanced skin barrier function. Gloss and brightness were evaluated through VISIA-CR imaging and analysis software, showing significant improvements of 0.971% and 0.773%, respectively. Furthermore, melanin index (M.I.), as measured by the Mexameter MX18, decreased by 8.755%. The hyperpigmentation area, as analyzed by Antera 3D CS, was reduced by 0.150% in the test area. All measurements in the test group showed a statistically significant greater improvement than the control group (wheat used a wheat germ oil-based cream). No adverse reactions were reported during the trial period, supporting the product’s safety for topical use. Based on these findings, the Perilla frutescens seed oil cream demonstrated significant efficacy in improving multiple skin conditions, including hydration, barrier integrity, radiance, and pigmentation reduction. These results further suggest the practical potential of Perilla oil as a natural functional ingredient for cosmetic formulations targeting sensitive and aging-prone areas such as the eye region
