유네스코(UNESCO) 문화예술교육 국제규범의 담론 변화에 대한 탐색적 연구 = An Exploratory Study on the Discursive Changes in UNESCO’s International Norms for Culture and Arts Education

국문 초록 (Abstract)

본 연구는 유네스코가 발표한 세 차례의 국제규범인 ‘예술교육 로드맵’, ‘서울 어젠다: 예술교육 발전 목표’, ‘문화예술교육 프레임워크’를 대상으로 내용 분석과 의미연결망 분석 방법을 통해 담론 구성과 변화 양상을 고찰하였다.
분석 결과, 학교 체계 내 교사 중심의 창의성 교육과 질적 향상에 집중했던 것에서(예술교육 로드맵) 학습자를 전 사회계층으로 확대하며 사회적 가치와 연결되는 예술의 역할을 강조하는 관점으로 변화하였고(서울 어젠다) 나아가 포괄적인 문화예술 개념을 바탕으로 학습자와 교육자의 포괄 범주를 확대하고 접근방식의 일상성과 동시대 사회 이슈에 대한 대응적 역할을 강조(문화예술교육 프레임워크)하는 지향점으로 변해 왔음을 확인하였다. 이는 문화민주주의적 관점에서 학습자 중심성, 문화예술의 다양성, 교육방식의 다각화, 일상 및 사회적 삶과의 관련성이 단계적으로 강화되어 온 과정이며 결과적으로 문화민주주의 패러다임이 확장되었음을 시사한다.
이를 바탕으로 국내 문화예술교육 정책의 시사점으로 학습자에 대한 관점의 변화, 문화정책 내 하위 영역별 경계의 재인식, 매개자의 역량 강화를 위한 새로운 기획, 지역 문화예술교육의 안정적 추진 필요성을 제시하였다.

This study examines the discourse composition and evolutionary patterns of the following international norms published by UNESCO, using content analysis and semantic network analysis: the Road Map for Arts Education; the Seoul Agenda: Goals for the Development of Arts Education; and the Framework for Culture and Arts Education.
The analysis revealed a significant paradigm shift: from focusing on teacher-led creativity education and qualitative improvement within school systems (Road Map) to including all social strata as learners while emphasizing the role of the arts in addressing social values (Seoul Agenda). Further, the recent framework emphasizes an inclusive concept of culture and arts, expanding the categories of both learners and educators, promoting everyday accessibility, and strengthening the responsive role of culture and arts education toward contemporary global issues. From the perspective of cultural democracy, this trajectory represents a stepwise reinforcement of learner-centeredness, cultural diversity, diversification of educational methods, and relevance to daily and social life, ultimately suggesting an expansion of the cultural democracy paradigm.
Through these findings, this study proposes several implications for domestic culture and arts education policies, such as shifting the perspective on learners, reimagining boundaries between sub-sectors of cultural policy, designing new initiatives for mediator capacity building, and ensuring the stable implementation of local culture and arts education.
