Although it’s been several decades since Korea’s film archives have been established, there is no clear collection policy for the archives. Keeping in mind that this problem needs to be addressed, the author presented a paper that could bring about a collection policy for the non-profit Korean Film Archive by utilizing different approaches such as documentary researches, case studies, research trips, interviews with experts and adoption of the Art Marketing Planning Process.
First, the paper introduced the history, current state, and role of the film archives and examined the process of collecting films in order to provide a better understanding of the background issues. Furthermore, the current status of agencies and institutions which are similar to the Korean Film Archive domestically and internationally were introduced as well as descriptions of their collection policy. The different cases were analyzed to provide the best policies to draw from when formulating a collection policy for film archives.
Second, the role and current collection of the Korean Film Archive were reviewed. In addition, a SWOT Analysis was carried out based on inputs from the Environmental Analysis. On the domestic front, the attitude of policymakers has been changed positively and the importance of cultural content has grown. They work as favorable conditions for the film archives. However, due to the recession, the main concern is that the government will reduce its grants of the film archives. Taking into account that other institutions and agencies are moving ahead to create their own archives, this will put them in direct competition with the Korean Film Archive. Thus, we need to observe their progress and adjust our archive’s strategy accordingly. Internally, the operating budget for the Korean Film Archive has increased but there has been a minimal increase in the budget for collecting films. This trend is expected to continue for the time being. Meanwhile, a positive aspect is that more staff members have been hired for the film acquisition team, which will strengthen operations.
Third, the authors proposed main objective and goals of the the Korean Film Archive using the Environmental Analysis and interviews with experts. The objective of the agency is to collect all films that have been produced in Korea or Korea related films and to pass them down to future generations. Another objective is to collect film references for education and to be able to access them in order to satisfy the customers' needs. The goals of the Archive can be addressed as the collection and search for new Korean films and lost Korean films; indie films that have been produced in Korea; overseas films that are related to Korea; expansion of films and film references for the Archive theater and the film reference library which will be served for education and public access; and the collection of digital films that have arisen recently.
Fourth, the author applied Product Development and Diversification strategies by the Ansoff Product-Market Growth Matrix aimed at growing the business to attain the Archive’s goals. For the Archive’s communication strategy, the author adopted a Promotion strategy. For its Product Development strategy, the archive needs to acquire more films in the existing collection scope. Furthermore, the Diversification strategy is to expand the scope of the collection program. Under the two strategies the author illustrated the specific tasks. This author presented a new Promotion strategy that will encourage the recognition of the Archive and put forth a new plan to reinvigorate its collection activities. Lastly, this author suggested collection priority and improved legislation. The paper emphasized the importance of implementing and monitoring marketing plans.
The paper analyzed the changing environments surrounding the film archive and evaluated the abilities and limitations of the Korean Film Archive in order to present an appropriate collection policy. Also, the paper demonstrated how Art Marketing Planning Processes can be applied to the management of the non-profit Korean Film Archive.
